This testimony is in regards to Bill HB 2107 (Lucio III), currently referred to the House Committee on Public Health (C410) for review. This bill relates to authorizing the possession, use, cultivation, distribution, transportation, and delivery of medical cannabis for medical use by qualifying patients with certain debilitating medical conditions and the licensing of dispensing organizations and testing facilities; authorizing fees. Background In the 19th century, the medical profession used cannabis preparations to treat multiple symptoms. Some including pain, convulsions, spasm, and nausea, and induce sleep (1). Soon, with the arrival of analgesics, came the decline in the medical use of cannabis. Therefore, cannabis was classified as†¦show more content†¦To implement the use of medical cannabis we must first create a secure online registry that will be maintained and contain cardholder information. For example, the registry must contain the name of the patient who is issued a registry identification card. This should be the person who will be receiving medical cannabis from the dispensing organizations. Of course, the date of birth of the patient will also be necessary for identification purposes. Another item that should be included in the registry is the name of the medical practitioner who is recommending the medical use. Finally, the amount of cannabis that is being dispensed to the patient should also be r ecorded. This will allow for us to ensure that the patient is receiving the correct amount of cannabis and that the cannabis is also being dispensed to the correct person. Of course, the registry should be secured and done in the following way. Only one medical practitioner should be assigned to a single patient as the recommending physician. Additionally, law enforcement agencies and dispensing organizations should have access to this registry for the sole purpose of verifying whether or not a person is authorized to receive medical cannabis. After the registry is created and is has been provided with security, applications can be taken.
